The proposed ordinance would call for OBITUARIES Daniel H. Priest SANTA ROSA, Calif. Carson City native Daniel H. Priest died July 21 in Santa Rosa at the age of 59. He was born July 2, 1923, to Charles and Ellen Goodrich Priest.

Priest attended local schools before entering the service in World War II, where he served as a radar officer on a destroyer escort. He attended Occidental College in Los Angeles and graduated from the University of California, Berkeley. At the time of death, he had been employed by State Farm Insurance Companies since 1949 and was a chartered property and casualty underwriter. Priest was an active alumni of Alpha Tau Omega fraternity, was past master of Luther Burbank Lodge 752 and was past high priest of Santa Rosa Chapter 45 Royal Arch Masons. He was also a member of First United Methodist Church.

Surviving are his widow, Mary, and mother, both of Santa Rosa; brother, Charles, of McLean, and numerous nieces and nephews. A funeral was held July 23 under the direction of Daniels Chapel of the Roses. Stephen P. Boland CARSON CITY Stephen Paul Boland, former chief deputy district attorney for Carson City from 1978 to 1981, died Monday in a Reno hospital following a lengthy illness. He was 34 years old.

A native of Reno, he was born May 21, 1948. Boland graduated from Sparks High School in 1966, the University of Nevada-Reno in 1970, and Santa Clara, Law School in 1974. On July 18, 1970, he married Martha Lompa in Carson City. Boland was deputy attorney general of the State of Nevada from 1974-1978. He was a member of St.

Theresa of Avila Catholic Church and had served as second lieutenant in the Army. Surviving are his widow and daughters, Jennifer and Christina Boland, all of Carson City; father and stepmother, Jack and Lenita Boland, of Kings Beach, and numerous other relatives. A memorial Mass will be celebrated at 10 a.m. Friday at the Catholic church. Cremation and inurnment will be in Mountain View Crematorium, Reno.

Abandoned tanks and tanks that do not comply with the leakage limitations would have to be removed or completely filled with concrete or sand. It also requires that any supplier of gas or oil must provide the city with the location, name of the owner and owner's address of all commercial underground tanks. Molin said the city has been able to control the oil leakage into the river but hasn't located the source.

The oil apparently leaks into the groundwater table from one of an estimated 150 tanks downtown. When the groundwater periodically rises and threatens to flood basem*nts, at least one hotel-casino, Harrah's, uses a sump pump to drain the water often mixed with oil and sends it down a storm drain. Harrah's, however, isn't the only source of oil, according to state environmental protection officials. Molin said he suspects the problem is related to a fuel line leak of an underground tank because the problem worsens in the winter when more oil is used for heating. He said the oil problem is greatest during periods when fuel is being pumped through the lines of most tanks to furnaces.

Several industry representatives said removing abandoned tanks would be difficult because a number are located several feet beneath the basem*nts of buildings. Another participant suggested the city eliminate underground tanks, but others said that wasn't practical, particularly in high density areas. Molin said there are a number of ways in which a tank can be tested, including a pressure test to gauge its strength or a scan using lasers. A few industry members, however, questioned whether the pressure test might actually strain a tank. He noted that locating the tanks is probably the most important aspect of the proposed ordinance because an empty tank that is not filled with sand or concrete can become an underground "bomb." Molin said the council is scheduled to discuss the proposed ordinance at its Aug.
